Landscaping on Parkview Lane

Only about a dozen trees are planned for the EAST side of the property line facing Parkview Lane.   Will they provide enough of a barrier facing Terry Park? Will the mature trees stay in place?

Keeping in mind that about a dozen trees are on the plan and the city is in charge of the 15' easement with burms.  Will the chain link fence and deteriorating wood wall be replaced with a more appropriate taller cinder block wall?
