EIR needed

12/15/2025: Base on the Baseline Environmental Consulting review of the IS/MND, there is substantial evidence to support that the project may have significant impacts on the environment related to hazardous materials, air quality, and GHG emissions. 

Therefore, it a full EIR is recommended to properly evaluate and mitigate the environmental concerns described in the report.
