
A few weeks ago the California Public Utilities Commission got notice of this project.. as stated below, this is their response..
"If there is no future rail service that will traverse in down to this property, RCEB recommends that the City coordinate with UPRR to determine if the existing Talbert Ave at-grade crossing can be permanently closed.
If the Talbert Ave at-grade crossing can be permanently closed, the City and Union Pacific Rail Road should work together to have the tracks and warning devices, as well as all the signage and pavement markings associated to the at-grade crossing removed.
This would reduce the maintenance burden for the City and UPRR to maintain these items, as well as a benefit to the public by allowing buses and hazmat vehicles to no longer stop at this crossing, eliminating any risk of potential rear-end collisions of stops required at non-exempt railroad crossings."

This letter however does not address the right of way and materials on the inactive tracks. That is still up to Union Pacific to maintain. The land behind the homes is still owned by UPRR.
